The ToU as currently written differentiates between console hardware and peripheral hardware while stating that unauthorized console hardware modifications will result in a ban while unauthorized peripherals are only subject to monitoring and blocking, i.e. No chance for a ban until they list unauthorized peripherals as ban-worthy. I hope it's worth it to get a few more kills instead of playing by the rules and earning them. So, when people get wrecked by mouse emulators, they flood the report button and the player(s) are banned almost instantly.
